Abstract
Universities are acquiring an essential role in the advance of science and technology; therefore, it is vital to analyze how well they are managing and conducting research. Since local universities lack the tools to gather and systematize information related to their research activities, the development of specific indicators is crucial. This research focused on what factors should be measured and how they should be measured to assess scientific and technological capacity at local universities. The objective was to design a system of indicators. To achieve this aim, the authors reviewed 42 background studies and established a theoretical model based on the Theories of Change and an adapted version of the Baseline Measurement Methodology. The research found that Scientific Production, Research Procedures, and Scientific and Technological Infrastructure are the influencing factors on scientific and technological capacity at universities. The results also showed that measuring these factors requires a comprehensive system of indicators.
